The Malta Permanent Residence Programme (MPRP) allows Non-EU/EEA/Swiss nationals and their dependants to obtain a Permanent Residence Certificate valid for life. Successful applicants may reside in Malta indefinitely and are issued residence cards, renewable every five years, granting visa-free travel across 29 Schengen countries.

How does it work?
Launched in 2015 and updated in 2025, the MPRP is an exclusive residency-by-investment initiative designed to grant permanent residency in Malta to qualified individuals. Applicants must rent or purchase qualifying property, make a one-time government contribution, and donate to a registered NGO. Financial eligibility requires proof of assets of at least €500,000 (of which €150,000 must be liquid) or €650,000 (of which €75,000 must be liquid).
The programme now also allows applicants to apply for a 12-month Temporary Residence Permit, typically issued within two months, while their MPRP application is being processed. The overall processing time remains approximately 8–12 months.
