    The Immigration Act, Malta Permanent Residence Programme Regulations have been adopted by means of Legal Notice 121 of 2021. These enable Non-EU/EEA/Swiss nationals and their dependents to obtain a Maltese Permanent Residence Certificate which enables the successful applicants to reside in Malta indefinitely and obtain residence cards which are renewable every 5 years.

    What is the MPRP?

    A low crime rate coupled with high living standards has made Malta a desirable place to reside. For those who aren’t citizens of Malta, the EU, EEA or Switzerland, the MPRP offers the perfect solution. The Programme provides successful applicants and their dependents the opportunity to obtain a Maltese Residence Permit. Aside from the right to reside in Malta, the right to travel within the Schengen Area for three months in every six months without the need for a visa is also granted. There are a number of requirements which much be met by the applicant:

    • submit an application via a Licensed Agent;
    • pass the due diligence checks conducted by the Licensed Agent and the Residency Malta Agency;
    • be in possession of assets having a value of not less than €500,000, out of which a minimum of €150,000 shall be in the form of financial assets.
    • pay an administrative fee of €40,000;
    • rent a property for a minimum of €10,000 in the South of Malta/Gozo or €12,000 in the rest of Malta, or to purchase a property for a minimum value of €300,000 in the South of Malta/Gozo or €350,000 in the rest of Malta;
    • pay a Government contribution of €28,000 if purchasing a property or €58,000 if leasing a property;
    • pay an additional €5,000 for each child, €7,500 for the spouse and other adult dependents of the main applicant;
    • hold the qualifying property for a minimum period of 5 years after which a residential address is required;
    • make a donation of €2,000 to a local philanthropic, cultural, scientific, artistic, sport or animal welfare NGO registered with the Commissioner of Voluntary Organizations;
    • take out a sickness insurance policy of cover all risks across Malta;
    • take out a travel insurance when travelling across Schengen.

    Qualifying properties must be held for a minimum period of five years from when the residence permit is issued. Applicants must also be in possession of stable and regular resources to maintain themselves and their dependents without recourse to the social system of Malta. The certificate shall be monitored annually for the initial five years, and then once every five years thereafter.
