Maltese citizenship can be acquired at birth, through naturalisation, marriage or registration. A separate and unique path is now available through Citizenship by Merit. This framework no longer involves predefined investments or donations. Instead, it recognises individuals who demonstrate exceptional merit and tangible contributions in areas such as science, business and job creation, technology, culture, the arts, sports or philanthropy. Its most desirable features include the ability to settle anywhere within the European Union, as well as visa-free travel to more than 180 countries.

How does it work?
Citizenship by Merit is designed to attract global leaders, innovators and achievers whose work creates lasting impact in Malta and enhances the country’s reputation worldwide. To qualify, applicants must hold Maltese residency for at least eight months before applying and provide a detailed proposal of their exceptional contribution. This is supported by thorough due diligence checks and a review by an independent Evaluation Board, with input from relevant experts. Final approval is granted at the discretion of the Minister following the Board’s recommendation.
